Free Applicant Tracking System 2026: 5 Options Compared

10 min read

If you hire a handful of people a year, paying hundreds of dollars a month for an applicant tracking system is hard to justify. Yet managing applicants in an inbox and a spreadsheet goes wrong quickly: CVs get lost, candidates wait weeks for a reply, and nobody can remember who interviewed whom.

Free applicant tracking systems sit in between. Several reputable vendors offer a free plan, and open-source options exist if you can host software yourself. But "free" always comes with a limit, usually on active jobs, users, features or how long you can see candidate data. This guide sets out exactly what each free option includes, what it leaves out and when it makes sense to start paying.

We describe each tool from its own website and published pricing. We have not run paid trials. Plans and limits are as published in November 2026; free plans change often, so check the vendor's page before you commit.

Zoho Recruit: Free plan

Zoho Recruit's pricing page lists a Free plan with one active job per recruiter licence, covering candidate management, email management and interview scheduling, with 8/5 support. Sourcing, job boards, a branded careers site, assessments and integrations start on the paid Standard plan, and add-ons are not available on Free. A 15-day trial gives you Enterprise features first, then the account drops to Free.

  • What you get: a proper candidate database with email and scheduling, from a large vendor with a full upgrade path.
  • What you don't: job board posting and a careers site, so you will collect applicants another way and add them yourself.
  • Best for: businesses hiring for one role at a time, especially those already using other Zoho apps.
  • Not for: anyone with two or more open roles at once.

Breezy HR: Bootstrap plan

Breezy HR's pricing page lists the free Bootstrap plan with unlimited users, distribution to more than 50 job boards and unlimited candidates. The catches: only one active position or candidate pool at a time, and full access applies only to candidates added in the last 30 days. Paid plans start with Startup at $157 a month on annual billing ($189 monthly), then Growth and Business.

  • What you get: multi-board posting and a hiring pipeline the whole team can use.
  • What you don't: a lasting talent pool. After 30 days, older candidates are no longer fully accessible on the free plan.
  • Best for: a small business filling one role, then closing it before the next.
  • Not for: teams that want to keep and revisit past candidates.

Homebase: Manual Mode

Homebase is scheduling and time-tracking software for hourly teams, with hiring built in. Its hiring page says "Manual Mode is free on every Homebase plan" and includes a hiring dashboard, AI-drafted job descriptions with pay suggestions, posting to five job boards at once, applicant tracking, a branded careers page and self-scheduled interviews. The paid Hiring Assistant adds AI screening conversations and automated interview booking, at $99 a month billed annually or $199 month to month. Homebase's pricing page shows the Basic scheduling plan is free for one location and up to 10 employees, with paid plans priced per location.

  • What you get: the most complete free hiring toolkit here for shift-based roles, including job posting and a careers page.
  • What you don't: advanced screening without the paid add-on; boosted job posts cost extra (from $50 a post).
  • Best for: restaurants, retail and service businesses hiring hourly staff.
  • Not for: professional or salaried roles with multi-stage interview processes.

Connecteam: Small Business plan

Connecteam is an employee management app for deskless teams. Its pricing page says the Small Business plan is "entirely free for up to 10 users" and includes all its hubs, one of which, the HR and Skills hub, lists hiring and onboarding. Its hiring and onboarding page describes mobile-friendly job posts shared through a single link, role-specific screening questions, an applicant pipeline with stages, shared review between managers and one-click conversion of a hire into an employee. Beyond the free plan, the HR and Skills hub starts at $29 a month for the first 30 users on yearly billing.

  • What you get: simple hiring plus onboarding, scheduling and communication in one app.
  • What you don't: built-in job board distribution. You share the job link on boards, social media and your website yourself.
  • Best for: small field, construction, cleaning or hospitality teams that also need scheduling and team chat.
  • Not for: organisations with more than 10 users who want to stay on a free plan, or office-based recruiting teams.

OpenCATS: open source

OpenCATS describes itself as "a free, community-maintained applicant tracking system and recruiting CRM" covering candidate records, CVs, notes, status history, jobs, companies, contacts and submissions. Because it is open source, you can inspect the code, contribute and host it yourself. The GitHub repository shows active work on PHP compatibility, and the site lists v0.11.1 as the latest release.

  • What you get: a full ATS with agency-style client and submission tracking, no licence fees and no limits on jobs or users.
  • What you don't: hosting, security, backups, updates or support. Those are now your job.
  • Best for: technical teams or small agencies with someone who can run a PHP application safely.
  • Not for: anyone without in-house technical skills. Candidate data is personal data; a badly maintained server is a real data protection risk.

The hidden costs of a free ATS

Free plans are real, but they are designed to make you upgrade. Watch for these costs before you rely on one.

Job board visibility. Posting to a board for free does not guarantee anyone sees the job. Indeed's pricing page says free job posts have limited features, and some jobs, such as those that reach Indeed from a careers site, data feed or ATS, are "sponsored only". If your free ATS sends jobs to Indeed by feed, you may need to pay to sponsor them.

Time. A free plan without job posting or a careers site means copying candidates in by hand. At a few applicants a week that is fine; at a hundred it is not.

Data access and exports. Check how you get your data out. Breezy's 30-day access limit and Zoho's one-job limit both push you towards upgrading, and moving systems is easier if you can export candidates, notes and files cleanly.

Compliance. You are responsible for candidate data whichever plan you use. Know where it is stored, who can see it and how long you keep it. That matters most for self-hosted software.

Adoption. SHRM found that, on average, only 62% of employees actively use the HR technology their organisation implements. A free tool your hiring managers ignore costs you more than a paid one they use.

When to upgrade to a paid ATS

A free plan is usually enough when you:

  • hire fewer than about ten people a year, and
  • rarely have more than one role open at once, and
  • have one or two people involved in each hire.

Upgrade when any of these change. The signs are hard to miss: candidates complaining about slow replies, roles open in parallel, hiring managers asking for feedback forms and scorecards, or someone spending hours a week moving CVs between systems.

Hiring is expensive enough that a slow process costs real money. SHRM's 2025 benchmarking puts the average cost per hire at $5,475 for non-executive roles, and median time to fill is roughly a month and a half. If a paid ATS cuts even a week from each hire or saves one bad hire a year, it usually pays for itself.

Low-cost paid plans narrow the gap. Manatal, for example, lists plans from $15 per user per month billed annually. For a full comparison of paid options, see our best ATS for small business guide and our applicant tracking systems comparison.

How to get the most from a free ATS

1. Pick the limit you can live with. One active job (Zoho, Breezy) suits sequential hiring; a 10-user cap (Connecteam) suits small teams; self-hosting (OpenCATS) suits technical teams. Choose the tool whose limit you will not hit in the next 12 months.

2. Build a simple, consistent process. Define the same stages for every role, for example applied, screened, interviewed, offer and hired, and use them. Our structured interview guide explains how to make interviews consistent and fair.

3. Write a strong job ad. A free tool cannot fix a vague ad. Be clear about pay, hours, location and the three or four things that really matter in the role.

4. Reply to everyone. Use templates to acknowledge every application and tell unsuccessful candidates promptly. Your reputation as an employer travels.

5. Plan your exit. Before you add your first candidate, confirm you can export everything. If you outgrow the free plan, you want to move, not start again.

6. Use a buyer's checklist when you upgrade. Our ATS buyer's guide sets out the questions to ask vendors when you are ready to pay.

Free ATS vs spreadsheet

For more than a couple of hires a year, even a limited free ATS beats a spreadsheet, mainly because everyone works from the same record.

Frequently asked questions

Is there a completely free applicant tracking system?

Yes, with limits. Zoho Recruit, Breezy HR, Homebase and Connecteam all have free plans, each with caps on active jobs, users or features. OpenCATS is free open-source software with no licence limits, but you must host and maintain it.

What is the best free ATS for small businesses?

It depends on how you hire. Homebase's free Manual Mode suits hourly hiring, with job posting and a careers page. Breezy HR's free plan suits one professional role at a time with unlimited users. Zoho Recruit suits occasional hiring for Zoho users.

Can a free ATS post to job boards?

Some can. Breezy HR's free plan includes distribution to more than 50 boards and Homebase posts to five at once. Zoho Recruit's free plan does not include job boards. Some boards, including Indeed for jobs sent from an ATS, may require paid sponsorship for visibility.

Is open-source ATS software safe to use?

It can be, if you keep the server and software updated, use encryption and backups, and control access. Without someone to do that, a hosted free plan is safer for candidate data.

When should I move to a paid ATS?

When you regularly have more than one role open, involve several interviewers per hire, or spend significant time moving candidate data by hand.
